The series is set in the "Cat Hire House" in the city of Lin'an during the Southern Song Dynasty. The owner, Zhang Qiao Er, learned cat-training techniques from artisans when she was young. Whenever families in the city needed a cat servant, they would hire a cat from her shop. Zhang Qiao Er meets Ma Qing Shan, an honest junior constable of Lin'an Prefecture.
